A certified physicians in a subspecialty obtained abroad without a certification in the base specialty required in Israel, can apply to the Scientific Council for the subspecialty recognition only.
This physician can receive exemption from completing the basic specialty in Israel on compliance with all the following conditions:
- A physician who has worked in the subspecialty for a period equal to or exceeding the period of residency in Israel for the basic and subspecialties combined, will be required to perform a period of work as determined by the Scientific Council, in an accredited department in the subspecialty whose director holds in Israel a specialist certification in both base and subspecialty.
- A physician who has worked in the subspecialty for a period shorter than the period of residency in Israel for the basic and subspecialties combined, will be required to complete that period, less the portion of residency abroad and work experience recognized by the Scientific Council. The Scientific Council may determine that the residency will take place in the base and/or the subspecialty.
At the end of the period, the program director in the subspecialty (who is also a certified specialist in both the basic and the subspecialty) will submit a report with an assessment of how the immigrant physician’s prior experience is also reflected in the basic field. If the report is a positive one, the physician can be exempted from completing the basic specialty.

In this case, the physician will receive a specialist certification in only the subspecialty in Israel.
