With respect to sub-section A, we do not think that the Director General of the National Transplant Center is necessary for the appointment of a local assessment committee. The local assessment committee is an entity of the medical center and while it maintains contact with the National Transplant Center, the responsibility for transplants in the medical center in which the transplant takes place is in the hands of the director of the medical center. Accordingly, the appointment of the local assessment committee members is the prerogative of the medical center director.

 

With respect to sub-section B, we maintain that due to the centrality and importance of the central assessment committee, its members should be appointed by the President of the National Transplant Center, or at least receive his approval.

 

It is also important to note that a sub-section of MK Golan’s draft law mentions a religious figure. We believe that it is not the role of the assessment committee to specifically appoint a religious figure as a member. Furthermore, as a representative of the public will be a member of the committee, this individual can be a religious figure from one of the religious groups.
