The Center steering committee sets the policy of the National Transplant Center and in fact defines the goals of the State of Israel in this area. We believe that the members of the steering committee in general and the Committee chairperson in particular, must be renowned and respected, such that by virtue of their standing they will be able to promote the interests of the Center.

 

We recommend that “a medical expert, with at least ten years of experience and with public standing, will be the President of the Center”. We maintain that the fact that the chairperson of the steering committee will carry the title of “President of the Center” is of significance in granting the individual filling the position the honor as the position holder that sets the policy of the Center and acts to promote the extremely important goal of encouraging organ donations.

 

With respect to doctors who will serve as Committee members, we propose that the Committee be comprised of five doctors - the chairpersons of committees already operating today. (There is currently a committee for every organ, thus there are committees for heart-lungs, kidneys, liver, tissues and organ harvesting). The committee chairpersons are professionals of the highest standing and it is befitting that they should serve in such a vital entity that deals in transplants.

 

We also think that a “public figure” should be a member of the Committee instead of a “religious figure”. We maintain that the membership of a religious figure in the Committee is not significant, and that a public figure in general can contribute to achieving the goal of the steering committee. We would like to mention that in MK Golan’s draft legislation the Committee also includes a psychologist, a social worker and a lawyer. With respect to this issue as well we believe that it is appropriate to require the steering committee to add an individual from one of these professions as a committee member, and that within the framework of a “public figure” as a Committee member the addition of any individual can be considered.

 

With respect to sub-section (D), we maintain that it should be underscored that the steering committee must convene at least 4 times a year (every 3 months), in order to formulate work methods and to ensure that the Center’s policies and activities are evaluated by the relevant entities.
